EU4Innovation East is seeking a qualified service provider to deliver digital advertising services to support the project’s communication and visibility activities across the Eastern Partnership region.
The selected provider will be responsible for planning, implementing, monitoring, and optimising paid social media campaigns across Facebook, Instagram, LinkedIn, and other relevant digital channels, targeting audiences in Armenia, Azerbaijan, Georgia, Moldova, and Ukraine.
The assignment will support the promotion of project achievements, startup success stories, ecosystem initiatives, calls for participation, events, and capacity-building opportunities. Campaigns will be tailored to relevant audiences, including startups, entrepreneurs, investors, innovation hubs, incubators, youth, women entrepreneurs, media representatives, and public institutions.
Key deliverable
The service provider will manage up to 50 social media ads or boosted posts, with each campaign aiming to reach a minimum of 20,000 unique people across the selected platforms, with an approximate campaign duration of 2–3 weeks.
Required experience
Applicants should demonstrate:
- At least 3 years of experience in digital advertising and social media campaigns;
- Expertise in platforms such as Meta Ads Manager and LinkedIn Campaign Manager, as well as relevant analytics and performance-tracking tools;
- Experience managing campaigns from planning and audience targeting through optimisation and reporting;
- At least two relevant case studies or client references demonstrating previous social media advertising work;
- Knowledge of the media and digital landscape in the target countries, particularly Armenia, Moldova, and Ukraine.
Experience working with international organisations, EU-funded projects, NGOs, public institutions, or organisations active in innovation and entrepreneurship is considered an advantage.
Contract period
1 October 2026 – 1 October 2027
