Position Overview
Under the supervision of the Project Leader based in Tbilisi and the Deputy Project Leader based in Chisinau, the Country Coordinator for Ukraine will oversee the coordination and implementation of EU4Innovation East activities in Ukraine.
The Coordinator will ensure effective cooperation with local stakeholders, support project implementation at the national level, coordinate communication and reporting activities, and contribute to strengthening Ukraine’s innovation and startup ecosystem.
The role requires strong autonomy, project management capabilities, stakeholder engagement skills, and experience working in international and multicultural environments.
Key Responsibilities
Strategic Coordination & Implementation
- Ensure strategic alignment of project activities with the needs of Ukraine’s innovation ecosystem;
- Coordinate consultations with local stakeholders and ecosystem actors;
- Develop partnerships with national institutions, experts, and innovation actors;
- Identify operational risks and contribute to mitigation strategies;
- Ensure smooth implementation of annual action plans and project roadmaps.
Technical & Operational Management
- Coordinate project activities and local implementation processes;
- Support the selection and coordination of national and international experts and service providers;
- Monitor implementation progress, budgets, and reporting processes in cooperation with the Finance and Administrative Manager;
- Organize and support missions, expert visits, and ecosystem engagement activities;
- Facilitate synergies with other donor-funded initiatives.
Communication & Visibility
- Support the communication team by contributing content for articles, interviews, and success stories;
- Coordinate local communication activities with Expertise France Ukraine communication teams.
Reporting & Quality Assurance
- Monitor the quality of technical deliverables and partner outputs;
- Prepare narrative and progress reports related to project implementation in Ukraine;
- Support monitoring, evaluation, accountability, and learning (MEAL) processes;
- Provide implementation updates and information requested by donors.
Institutional Relations & Representation
- Maintain active communication with ministries, partners, embassies, NGOs, and ecosystem stakeholders;
- Represent the project at local events and meetings when required;
- Ensure coordination with the Expertise France office in Ukraine and the French Embassy;
- Serve as secretary of the Country Consultation Committees.
Team Management
- Directly supervise the Project Assistant based in Kyiv.
Candidate Profile
Education
- Master’s degree in economics, finance, project management, political science, international relations/cooperation, or another relevant field.
Professional Experience
- Minimum 7 years of professional experience in international environments;
- Experience in development cooperation, donor-funded programs, or innovation ecosystem support;
- Strong knowledge of Ukraine’s startup and innovation ecosystem;
- Experience in project cycle management and stakeholder coordination.
Languages
- Full professional proficiency in Ukrainian (mandatory);
- Excellent command of English;
- Knowledge of French is considered an asset.
Technical Skills & Competencies
- Strong understanding of entrepreneurship and private sector development;
- Familiarity with EU-funded projects and international cooperation mechanisms;
- Experience in reporting, project coordination, and monitoring processes;
- Good command of MS Office and digital collaboration tools.

Working Conditions
- Contract under Ukrainian legislation;
- Workplace: Expertise France Office, Kyiv (Maïdan area);
- Full-time position based in Kyiv, Ukraine.
