General objective
The general objective of this assignment is to enhance the visibility and international positioning of innovation ecosystems and startups from Armenia, Moldova, and Ukraine by securing high-quality coverage in leading European media outlets and strengthening their recognition as dynamic contributors to Europe’s technology and innovation landscape.
Specific objectives
This assignment aims to engage a European communication company to design and implement a strategic international media campaign in support of the EU4Innovation East initiative. In particular, the assignment will pursue the following objectives:

Increase the visibility of innovation ecosystems and startups from Armenia, Moldova, and Ukraine in top-tier European media outlets.

Position these countries as emerging and collaborative innovation hubs contributing to Europe’s competitiveness, resilience, and technological advancement.

Promote narratives of creativity, high growth potential, cross-border collaboration, and regional cooperation within the Eastern Partnership region.

Support international partnerships, foreign investment attraction, and ecosystem-level cooperation through proactive and strategic media outreach.

Ensure coherent, multilingual communication adapted to diverse European audiences, including English, French, German, and other relevant languages.
Description of the assignment
This assignment consists of the provision of international communication and media outreach services by a European communication company over the period 1 April 2026 – 31 April 2028.
The selected contractor will design and implement a comprehensive European media strategy aligned with the objectives of EU4Innovation East, implemented by Expertise France, to promote innovation ecosystems in Armenia, Moldova, and Ukraine.
The contractor must demonstrate at least five years of experience in international communications and media relations, a strong record of securing placements in top-tier European outlets, and proven capacity to manage cross-border campaigns and complex logistics for international delegations and journalist visits.
The assignment will be implemented under a fixed-price public procurement contract and requires close coordination with the Communication Department of EU4Innovation East. Full compliance with EU visibility requirements, data protection regulations (GDPR), and applicable public procurement rules is mandatory.
