Although still in its early stage, Moldova’s startup ecosystem is steadily gaining momentum, driven by the dedication of its members and a growing commitment from the government and development partners to foster entrepreneurship and technological advancement.

With Chisinau emerging as an attractive hub due to its affordability, access to talents, high-quality internet infrastructure and co-working facilities, Moldova presents significant potential for startup expansion. As of 2024, the ecosystem accounts for over 250 startups, who in 2024 alone generated $40 million in revenue and supported more than 1,000 jobs. Key enabling organizations such as Startup Moldova and Invest Moldova are instrumental in connecting entrepreneurs with investors, facilitating internationalization, and providing access to financial and educational resources.

Moreover, initiatives like the Moldova Innovation Technology Park are playing a crucial role in creating a favorable environment for startups, offering a highly attractive fiscal regime and IT Visa program for IT companies and their employees. These efforts, alongside the contribution of the accelerator and incubator programs, are strengthening the foundation for entrepreneurial growth and startup innovation.

Despite this progress, several challenges remain. Limited funding opportunities -especially for growth-stage startups together with insufficient business expertise and limited access to high-skilled mentors impacts startup sustainability and growth. Talent retention remains a pressing issue, exacerbated by the emigration of Moldova’s tech workforce. The ecosystem also faces obstacles related to fragmented coordination of the enabling organizations, constrained resources, and unmet capacity-building needs—all of which must be addressed to unlock Moldova’s full potential as a thriving regional innovation hub.

Action Plan

Pillar 1

  • Facilitate development of funding mechanisms dedicated to early-stage startups;
  • Promote investment and capacity building for local Business Angels;

Pillar 2

  • Support the implementation of various programs aiming to cultivate entrepreneurial mindset, enhance technical and business skills, and provide structured support for startup growth, to increase the pipeline of innovation and technology startups;
  • Support the Technology Transfer Process and innovation capacity development based on EU models;

Pillar 3

  • Empower ecosystem building initiatives by providing support and resources for improving the coordination of private-led initiatives with donors and government authorities;
  • Foster regional dynamics by encouraging interactions and collaboration among entrepreneurs and ecosystem actors from EaP and European Countries;

Pillar 4

  • Support visibility efforts for prominent Moldovan startups.
