General objective
The general objective of this assignment is to showcase and promote the achievements of Armenian startups, including beneficiaries of the EU4Innovation East project, through professional communication services that strengthen public awareness and position Armenia as a growing and dynamic technology hub.
Specific objectives
This assignment aims to enhance the visibility and public recognition of Armenia’s startup ecosystem by engaging a national communication company to deliver strategic, high-quality communication services. In particular, the assignment will pursue the following objectives:

Promote the achievements, growth trajectories, and success stories of Armenian startups through compelling written and video storytelling.

Highlight the contribution of the EU4Innovation East project to startup development, including grants, mentorship, networking, and ecosystem support.

Increase national media coverage of innovation-related success stories by securing broad dissemination across at least 10 distinct national media outlets per story.

Strengthen Armenia’s public image as a competitive and innovation-driven ecosystem by combining human-centered storytelling with data-driven narratives.

Deliver integrated communication campaigns across traditional media and digital platforms, including social media promotion and paid boosting to ensure measurable outreach and engagement.
Description of the assignment
This assignment consists of the provision of professional communication services by a local communication company to support the promotion of Armenian startups and the national innovation ecosystem over the period 1 April 2026 – 31 April 2028.
The selected contractor will design, produce, and disseminate high-quality communication materials aligned with the branding and communication guidelines of Expertise France and the EU4Innovation East project.
The assignment includes the following core components:
Content development and written impact stories

Drafting 20 written impact stories in journalistic style (startup profiles, sector features, analytical ecosystem articles).

Producing content in Armenian and English.

Integrating verified data, stakeholder quotes, visuals, and branding elements.

Delivering press-ready materials suitable for placement in national media outlets.
Video production

Producing 12 professional video stories (up to 3 minutes each) highlighting startup achievements and ecosystem developments.

Creating 12 adapted reel versions (30–60 seconds, vertical format) optimized for social media platforms.

Ensuring professional filming, high-quality audio, subtitles (English), and branded graphics.

Delivering 3 institutional videos summarising project knowledge sessions and stakeholder perspectives.
Dissemination and visibility

Securing publication of each story in at least 10 distinct national media outlets.

Ensuring amplification through media outlets’ social media channels.

Preparing tailored posts for official EU4Innovation East channels (LinkedIn, Instagram, Facebook).

Implementing paid promotion campaigns to achieve the following minimum KPIs per boosted post:

At least 50,000 impressions

Minimum 500 engagements

CTR above 3.5

The contractor must demonstrate proven experience in innovation-focused storytelling, strong media production capabilities (written and video), and established relationships with national media outlets in Armenia.
The assignment will be implemented under a fixed-price public procurement contract and requires close coordination with the Communication Department of EU4Innovation East and the local project office in Armenia. Full compliance with contractual obligations, EU visibility rules, and applicable data protection and procurement regulations is mandatory.
