Expertise France invites qualified companies to submit proposals for the provision of media monitoring and press release dissemination services under the EU4Innovation East project.
EU4Innovation East is a regional initiative funded by the European Union and co-funded by the Government of France, aimed at strengthening innovation ecosystems and supporting startup development across Armenia, Azerbaijan, Georgia, the Republic of Moldova, and Ukraine.
The selected service provider will support the project in monitoring and evaluating media visibility across international and national outlets, as well as ensuring the effective dissemination of press releases to relevant media channels. The assignment also includes providing access to a user-friendly media monitoring platform, delivering regular analytics and reports, and supporting the project team with insights to assess communication impact.
Scope of services
The contractor will be responsible for:
- Monitoring online and social media coverage at international and country level
- Tracking project-related keywords and media visibility
- Delivering daily media monitoring alerts
- Providing a real-time monitoring and analytics platform with data export capabilities
- Disseminating press releases in multiple languages (including English, Romanian, Armenian, and Ukrainian) with measurable performance tracking
- Offering onboarding, training, and ongoing technical support
Duration and location
- Implementation period: 1 May 2026 – 31 May 2028
- Location: International (remote service delivery possible), covering Eastern Partnership countries
Eligibility and requirements
Applicants should demonstrate:
- At least 5 years of experience in media monitoring and analysis
- Proven experience in international media monitoring and press dissemination
- Access to a multilingual, user-friendly platform with advanced analytics and reporting features
- Experience working with international organisations is an asset
Submission requirements
Interested applicants are invited to submit a complete proposal in English, including both administrative and technical documentation demonstrating their capacity to deliver the assignment.
The application package should include:
- Proof of legal registration and completed administrative forms (expression of interest, declaration of honour, identification sheet)
- A duly completed, dated and signed financial offer
- A technical proposal outlining the proposed approach, including:
- CVs of the experts assigned to the project
- A portfolio of relevant media monitoring and dissemination work
- A demo or presentation of the proposed media monitoring platform and outreach tools
Where applicable, companies operating in or covering orange/red zone countries must also provide a completed safety evaluation questionnaire (available via the French Ministry for Europe and Foreign Affairs website).
