General objective
The general objective of this assignment is to strengthen the visibility and public recognition of Ukrainian startups and the national innovation ecosystem through professional, strategic, and consistent communication activities, contributing to a positive perception of Ukraine’s entrepreneurial resilience, innovation capacity, and growth potential at national and international levels.
Specific objectives
This assignment aims to enhance the communication impact of Ukraine’s startup ecosystem by engaging a national communication company to design and implement targeted communication actions aligned with the objectives of the programme. In particular, the assignment will pursue the following objectives:

Promote the achievements, success stories, and innovation potential of Ukrainian startups through high-quality communication products and campaigns, showcasing tangible results and entrepreneurial excellence.

Increase the visibility of the local innovation ecosystem, including key actors, support structures, and enabling institutions, by positioning them as credible contributors to innovation-driven development.

Strengthen engagement with national, regional, and local media outlets, ensuring accurate, timely, and compelling coverage of innovation-related initiatives and milestones.

Deliver professional communication services tailored to innovation and entrepreneurship, ensuring messages are adapted to different audiences, channels, and formats.

Support the contracting authority’s broader communication objectives by providing reliable, consistent, and results-oriented communication services throughout the contract period.
Description of the assignment
This assignment consists of the provision of communication services by a national communication company to support the promotion of Ukrainian startups and the local innovation ecosystem over a contract period of up to 25 months.
The selected contractor will be responsible for designing and implementing communication activities in line with the Specifications and the contracting authority’s strategic priorities. This includes the development of communication materials, media outreach, storytelling, and campaign execution aimed at highlighting startup achievements, innovation-driven initiatives, and ecosystem-level progress.
A core component of the assignment is the delivery of professional communication outputs that reflect a strong understanding of innovation, entrepreneurship, and startup dynamics. The contractor is expected to demonstrate experience in managing communication campaigns, producing high-quality content, and maintaining established relationships with national media outlets to ensure broad and effective dissemination.
The assignment will be implemented under a fixed-price service contract and will require close coordination with the contracting authority. The contractor will mobilise qualified experts, as demonstrated through submitted CVs and portfolio references, and ensure that all communication activities are delivered in compliance with contractual, technical, and data protection requirements.
Through this assignment, the contracting authority seeks to ensure coherent, credible, and impactful communication support that reinforces the visibility of Ukrainian innovation, strengthens public awareness, and contributes to a favourable environment for entrepreneurship and innovation-led development.
