Project Manager – Public Wi-Fi Infrastructure Deployment in Moldova (WiFi4MD)

About the Project

The EU4Innovation East project is a regional initiative supporting innovation and startup ecosystems across the Eastern Partnership countries: Armenia, Azerbaijan, Georgia, the Republic of Moldova, and Ukraine.

Funded by the European Union, co-funded by the French Government, and implemented by Expertise France, the project contributes to strengthening innovation, entrepreneurship, and digital transformation across the region.

As part of the project, a new Pillar 5 – WiFi4MD – has been launched to support the deployment of free public wireless internet access points in municipalities across the Republic of Moldova, improving digital inclusion, access to information, and public service delivery.

Position Overview

Expertise France is seeking a Project Manager to oversee the implementation of the WiFi4MD pillar under the EU4Innovation East project.

The selected expert will coordinate the deployment of public Wi-Fi infrastructure in targeted municipalities across Moldova, working closely with public authorities, internet service providers, technical experts, and local stakeholders.

The role requires strong project management skills, technical understanding of telecommunications and connectivity infrastructure, and the ability to coordinate multiple stakeholders in an international environment.


Key Responsibilities

Project Planning & Coordination

  • Develop detailed implementation plans, timelines, and project strategies;
  • Coordinate the launch and management of calls for applications for municipalities;
  • Ensure day-to-day coordination and timely implementation of activities;
  • Monitor project progress and delivery of outputs.

Technical Oversight

  • Define and validate technical specifications for Wi-Fi deployment;
  • Supervise technical assessments and site identification;
  • Oversee installation, testing, configuration, and commissioning processes;
  • Ensure compliance with EU cybersecurity and data protection standards;
  • Coordinate and supervise technical experts and service providers.

Stakeholder Engagement

  • Liaise with national authorities, municipalities, regulatory bodies, ISPs, and vendors;
  • Facilitate consultations with local stakeholders and beneficiary communities;
  • Maintain effective communication and coordination among partners.

Procurement & Contract Management

  • Contribute to the preparation of technical specifications and tender documentation;
  • Participate in evaluation and selection processes for providers and vendors;
  • Monitor contract implementation and service delivery.

Monitoring, Reporting & Visibility

  • Support project monitoring and indicator tracking;
  • Prepare technical and progress reports in line with donor requirements;
  • Contribute to communication and visibility activities in accordance with EU guidelines.

Risk Management

  • Identify operational, technical, and institutional risks;
  • Develop and implement mitigation measures.

Expected Deliverables

The Project Manager will contribute to:

  • Detailed implementation plans;
  • Technical specifications and Wi-Fi deployment plans;
  • Terms of Reference (ToRs) for technical expertise;
  • Monthly and quarterly progress updates;
  • Monitoring and communication inputs;
  • Final implementation report with recommendations and lessons learned.

Candidate Profile

Education

  • Bachelor’s or Master’s degree in Telecommunications, Information Technology, Engineering, or a related field.

Professional Experience

  • Minimum 7 years of relevant professional experience;
  • Minimum 3 years of experience in project management;
  • Proven experience in telecom or network infrastructure deployment;
  • Experience working with public institutions and multi-stakeholder environments;
  • Experience with EU-funded or international cooperation projects is considered an asset.

Technical Competencies

  • Strong understanding of Wi-Fi technologies and broadband connectivity solutions;
  • Familiarity with EU telecommunications and cybersecurity standards;
  • Knowledge of network deployment and maintenance processes;
  • Understanding of public procurement procedures.

Languages

  • Fluency in Romanian (written and spoken) is required;
  • Good command of English is required.
