Expertise France is launching a tender to select a qualified research, consulting or evaluation firm to undertake the mid-term evaluation of the EU4Innovation East Project.
The evaluation will assess the project’s implementation and progress towards its objectives, generate evidence and lessons learned, and support informed decision-making for the remaining implementation period. The selected firm will be expected to bring demonstrated experience in evaluating development projects, applying qualitative and quantitative evaluation methodologies, and working with EU-funded projects and OECD/DAC evaluation standards.
Experience in innovation, entrepreneurship, private sector development and startup ecosystems in the Eastern Partnership region will be considered an advantage. The assignment requires proven capacity to conduct multi-country evaluations and manage data collection across the region.
The contract is expected to have a provisional duration of 5 months from the date of award and is not divided into lots.
